Berlengas is an island off the coast near the town of Peniche. You can get to Peniche by bus from Lisbon and elsewhere - see www.rede-expressos.pt - much cheaper than a tour of course. Buses leave from Sete Rios bus station in Lisbon. I dont know whether you can rent a boat or if it is safe to do so.
